Add instruction to login to ghcr.io to pull devcontainer image #18

By default, ghcr.io does not allow pulling docker image anonymously. The developer must use a private access token to login to ghcr.io first; otherwise, ghcr.io will unauthorized access error.

Update the CONTRIBUTING guide to reflect this step.
