apply kde to target distribution #3

the hope is that smoothing out the target distribution so that values are continuous between 0 and 1 will smoothen the cost landscape

Screenshot from 2019-10-23 20-41-51 local minima are very pronounced and shallow gradient bias in wrong direction. not a good choice to do this
