Invalid overlay actions can be shown when viewport item has nil url #74

Problem: when a window has no URL, overlay makes available invalid actions (e.g. Add to workspace) which can crash.

Desired outcomes:

We need to hide actions requiring pre-requisites which are not available (e.g. A URL).
We should present a short message explaining why the typical overlay actions are not visible.
We should allow the user to submit a support request containing viewport diagnostic details, so we can understand the importance of the use case.

viewport actions only shown when its url is available and there is no workspace.
