Load Test Infrastructure Prep

After we get some VMs to play with from https://github.com/bigbearsio/strength/issues/1, we will start to put down the load test infrastructure.

This is not to implement the actual load test, but the infrastructure to do the load test

This is a multistep tasks. Feel free to create sub issues and multiple pull request to this.

• [ ] design load system
• [ ] the load test system can verify correctness of tickets sold
• [ ] the load test system can force set of VM to restart, wait for it to come back and verify again
• [ ] create load test infrastructure (5 standard VM)
• [ ] send requests to nginx 1 instance serving static file to find the max breaking point of 1 instance (and to gauge the load test capacity)

After load test we can decide about these two issues
