No information mail to Admin to grant access to new user #5512

in former versions before Greenlight release-3.0.8 the admin got informed, that a new user account needs a confirmation from an admin. Currently there is no such mail and the admin has to regularly poll the administration page to grant the access. That is a big loss of productivity! Please re-implement the old feature!

Notification via email is working now again in release3.1.0, but the email content is not correct. It only contains template text, but no real data, e.g. email contains this text: New User

There should be the user name, user email address visible Also there there is no localisation: email headline shows: Translation missing: de.email.new_user_signup.new_user
