If "Allow any user to start this meeting" has been enabled for a room, the room will be startable by anyone indefinitely, even if the setting is disabled again.
To reproduce
1) Create a new room with default settings
2) Open join link in a private window, enter name, click join -> waiting to start
3) Enable "Allow any user to start this meeting"
4) Open join link in a private window, enter name, click join -> meeting starts immediately
5) End the meeting
6) Disable "Allow any user to start this meeting"
7) Open join link in a private window, enter name, click join -> meeting starts immediately
