Prevent the Hirer call acceptPayment when the Dispute is running #75

Describe the bug The hirer can accept the payment any time via . acceptPayment function, this will transfer Token to Freelancer, then if the winner of the dispute is the freelancer, the freelancer can receive Token again

Expected behavior The hirer cannot call the acceptPayment if has Dispute Vote is running
