What steps will reproduce the problem?
1. Login as member of the guest registration group
2. Create new Guest
3. Fails due to permission problems
What is the expected output? What do you see instead?
Guest should be created, instead error because the proxy user is used to create
a new guest in the guest container, while only the guest admins have permission
to create users in the guest container.
