SIGNUP_EMAIL_CONFIRMATION=false does not work as expected USER IS BLOCKED FROM LOGGING IN #488

I have the settings copied at the bottom. I add a user in preferences and an invite is sent. They add their name and password and are congratulated on creating an account. They try to login and get the verify your email page as below. No such email was sent (per the settings) but they cannot log in.
