Addressed 2 issues in the PR:
1) Conditional Multiple Files Import.
There can be multiple imports in single conditional
There can be multiple conditionals in the file with file import
Just wrapping imported file into mixin doesn't work, since there can be mixins in the root level, which is not allowed, so they should be moved to the top level
2) Base-level rules are throwing errors with latest node-sass. Previously broken css was produced, but it had no effect on the styling since browsers are smart enough to ignore invalid css
