Add bigdataviewer-omezarr dependency

Currently the new bigdataviewer-omezarr package is not part of pom-scijava so we need an explicit version number in the dependency.

We should not add this as a dependency to core. Instead, you would add it in downstream projects that use it directly. But even that is often not necessary. For example, we don't have to add it to BigStitcher, we just need to put the jar into Fiji.app/jars, or BigStitcher-Spark...
