vagrant provision should complete when root server is initialized and ready #2

This is only applicable to boxes/vagrant/server/redhat/latest/Vagrantfile. bigfix/redhat/server.sh checks initialization but for the above box, it only gets run on the packer build.

In other words, I should be able to log in via a Console as soon as the vagrant up completes.
