Create preprocessing script

Create a script e.g. ./preprocess-data.sh that will be used for downloading required datasets and preprocessing them into the internal format used by this application.

• I've already mentioned it in the README.md file in the "Try it out" section.

Commit 4113430 contains an initial version of the ./preprocess-data.sh script.

Current status:

• [x] Download the latest OSM PBF file from download.geofabrik.de
• [x] Extract the bounding box and convert the file OSM XML using osmosis
• [x] Download the latest weather data for the weather station in Rheinstetten from the DWD server
• [ ] Downlad the thermal flight data from a server (at the moment the files ./data/thermal-flight-karlsruhe-morning.tif and ./data/thermal-flight-karlsruhe-evening.tif must be present)
• [x] Resample the thermal flight data ./data/thermal-flight-karlsruhe-morning.tif and ./data/thermal-flight-karlsruhe-evening.tif
• [x] Compute the weighed line segments using ./preprocessing/weightedlines.R
• [x] Copy the required data to ./src/main/resources/data respectively ./shiny-frontend/HeatStressRouting-Frontend/data
