Porting nga scraper #40

Hi @zstumgoren, I just finished with Nigeria.

All seems to work on my end, test it out for yourself when you get a chance.

Hi @zstumgoren, I decided to just go ahead and do South Africa on this branch as well so that it would only be one PR. South Africa works fine on my machine, try it out for yourself.

One note, the site for South Africa has two tables, so I created two csvs instead of one. This allows us to keep the same format of the data. However, if we want to just always return one file, I can update the scraper and combine the 2 csvs.
