上线，消息等事件声音提示

管理后台当前用 html5 之 audio 标签实现。 客户端用 audio 和 bgsound，可能有点bug，回头再测。 回头还需将管理员改成 ie 兼容，或者写篇用 firefox 的博文。

哦也，声音提示，ie 下也ok了。
