Handle dynamic location devices

Some devices' locations update all the time. We should be able to handle this:

• [ ] do we still need to request permission, or does location data come automatically
• [ ] do we still allow a user to manually update their location? which takes precedence?
• [ ] how do we distinguish between multiple user devices? (same user ID, but different device with different location behavior)
• [ ] we should still probably save location to the db. In case it becomes unavailable for some reason, we can still get their last known location
