Review Content Shown to Users in Bus Proximity #122

If a user is in proximity of a bus stop, but not at the bus stop, they should still be shown a reimbursement option in addition to the bus. The message should encourage taking the bus if it is nearby and carpooling otherwise.

This might sort of be a duplicate of #55

55 is for approximating bus capacity from an admin perspective while accepting users. This is a user-dashboard informational fix. For example, if someone is at Harvard and a bus stops at MIT, they may want to take the bus. But if someone is at Princeton and a bus stops at Rutgers, they probably will want the option to drive, and currently we don't make it clear that that is an option.
