Review guide - hub upload before merge #930

I changed the order of pushing to the hub / merging PRs in the review guide, as pushing to the hub might fail due to errors in the dataset card metadata.

If the PR is merged before, another PR would have to be created for fixing the Readme, which is a bit annoying.
