Add basic template

This PR adds a basic off-the-shelf template for quickly integrating new evaluation tasks into the repository.

• Add template directory that houses all files
• Add comments to explain to-do's and other misc. information

We could also add a README.md inside the template directory for a more in-depth exposition of what has to be done.
