Wallet Balance Drops to 0 Blocking User Actions Due to Transaction Fees #101

When a user's Wallet Balance drops to 0 DOLARZ, they are blocked from performing actions requiring transaction fees (e.g., closing positions, using M2M).

Solution decided during a Zoom call: -Display a warning everytime when the Wallet Balance is under 10 DOLARZ. -Do not block actions if it's below 10. 

Warning:
Your Wallet Balance is below 10 DOLARZ. If it drops to 0, you will not have any funds for transaction fees, blocking you from closing positions, using M2M, and other actions on the blockchain. Please ensure your balance stays above 0 to avoid being locked out, and above 10 DOLARZ to avoid this warning.

Cap is now 50 DOLARZ, and actions are blocked.
