Patch for connect notification in statusbar #123

I'v missed a persistent notification when connected to a VPN.
The patch does following when Network Notifications is enabled:
* add a notification.FLAG_NO_CLEAR to Statusbar
* when the connection is disconnected/dropped clear this flag
Additionally I changed the Network Notifications online help to sum up these 
features and fixed a typo.
