Improvements to Gallery shortcode

The gallery shortcode currently has a fixed number of columns, which has hard-coded values in shortcodes.php.

We need to improve:

• [ ] allow all settings to be controlled via config.php
• [ ] allow column settings to be set for each breakpoint

Will fix the first issue today and second on next milestone (reassign when done).
