When setting up the SoC-Fan, no voltage is applied to the port

How to properly connect the fan to this connectors?

You have it defined as the PC15 which is the E0-DET That fan is connected to the cb1 GPIO. I'm not sure is you need to set up the cb1 as a host MCU or not but the pin is defined as such.
