INIT_BIICODE_BLOCK no longer needed #198

INIT_BIICODE_BLOCK is no longer needed in the CMakeLists.txt biicode files. Just

Actually create targets: EXEcutables and libraries.

ADD_BIICODE_TARGETS()

Try this out first and then remove it out of the docs
