Make notifications more present/bugging

Half of the users don't seem to read the notifications. Probably by adding a small number signaling the number of unread messages in red (like in Facebook, Mac OSX) is more bugging to the users ;-)

These probably include the 42 users who did not perform a login yet but still, a number sounds good.

I updated the report to only include the users who already logged in.

Even if BIIGLE is mostly down and users are disrupted in their work, they aren't reading system messages. I raised the priority of this issue. Maybe we should consider playing a sound, too?
