Compile a best practice specification for video annotation #275

Based on the things learned in biigle/videos#1 and biigle/videos#2, create a best practice specification of the "ideal" video annotation procedure.

The exact procedure is likely dependent on the research area. We'll leave the BIIGLE manual as a reference on "how you can do" video annotations instead of "how you should do" it.
