Enable PHP linting again #427

The Psalm Laravel plugin is not yet compatible with Laravel 9 (https://github.com/psalm/psalm-plugin-laravel/pull/213). It was disabled in #421. Enable the plugin and PHP linting again, once compatibility is established.
