Remove geo overlay feature #17

Add a new sidebar tab that shows all available geo overlays (plain or mosaic) in a list similar to layers in Gimp or Photoshop. Overlays can be added (maybe here? if so, the panel in the volume edit view can be removed), reorganized, switched visible/invisible and deleted. This implements WP3.2 of MI2 that promises simultaneous display of mosaics and their annotations as well as switching between them.

Timm said that it would be impossible to position large mosaics accurately enough to be used as these overlays. Maybe we could skip this in favor of #18?

Overlay layers can be imported in a GIS and annotations can be fetched through the GIS connection to BIIGLE #18. In fact, there is no need to support geo overlays in BIIGLE at all so we should remove this feature in favor of the GIS connection #18.
