Label CSV import #7

With the new label source adapters (#1) a CSV label import can be easily implemented. For this we have to specify a CSV file format (are there standard formats?).

As an alternative, users can generate their label trees in the import format and use the label tree import of biigle/sync. But this is JSON and I think it is much more likely that users have their labels as CSV.

Won't be implemented for now as nobody requested this yet.
