Configurable RPN_NMS_THRESHOLD #40

Allow configuration of the RPN_NMS_THRESHOLD config value for instance segmentation. A higher threshold during training seems to result in a higher precision. A lower threshold results in a higher recall.

Won't implement this for now and stick to the fixed value reported in the UnKnoT paper.
