Add user settings so the users can choose if they want to get an email for new reports or an in-app notification (or both). This should be compatible to the reports list of #29.

Add a new config value to set the default notification system for finished reports. One of email or web. This can be used if Biigle is installed on a ship and no email server is available so report notifications are sent in the app by default (instead of by email). This can be overridden by each user.
