Following-up on this issue: It would be fantastic to allow BIIGLE to provide an export of a volume in a format that is suitable for archival.

Some notes:

This can be done similar to the public label tree export
Sensitive user information must not be included (only UUIDs)
If a user does not exist, offer to import annotations with the user set to null or to skip these annotations
Import a label tree if it does not exist
If a label tree exists and has missing labels/conflicts, offer to merge it (if the user has edit permissions) or to create a separate copy of the tree
Images are not included in the export and a new volume URL must be provided on import

The iFDO report (biigle/reports#81) will probalby include everything that is required here (except the re-import of annotations but that could be added later).
