Adding Github Actions for Rust #6

Resolves #5 I could not test it on my fork since i think my account has not been upgraded to use github actions. But i think this should work.

Cool! Thanks @sdesani . I hope this works. I'll merge it for now and try it out

I think it worked as expected. I see some issues flagged by clippy though. But it builds and performs all other steps.
