Secondary AR creation leads to state mismatch #1996

Steps to reproduce

Create secondary AR for existing samples.

Current behavior

Secondary AR's created immediately have the AR transition to the sample received state but the services remain in the sample due state. The mismatch cannot be corrected through the gui.

Expected behavior

Services should immediately be in the received state for secondary AR creation.

Still an issue, even with the new AR Add form. Needs to be fixed in the AR/Sample creation process
