SInce we are hard forking, merging back in upstream changes will be increasingly difficult as time goes on. Want to rebase onto the new release of graphhopper (mostly for the upgrades to OSM import https://www.graphhopper.com/blog/2022/03/23/graphhopper-routing-engine-5-0-released/)

Question: should we:

rebase from upstream locally and then force push
merge upstream locally and then push the commit
PR the merge changes and then go through a code review

@hcourt @Andykmcc would love your thoughts
