Stored procedures checkin and checkout both modify the number of dicount tickets per station

Things that need to happen next:

[x] Procedure for subtracting a dicount if it is availible at a given station
[ ] ~~Have random riders take discounts from soon to be added stream table NearbyDiscountsTable~~
