Encoding in DBF-files #108

NTS does not support the 29th byte LDID (language driver id) marker in 
DBF-files.

I've added support for that in the attached patch-file

Applied with revision 824, thanks for the patch.
If you have some tests that can verify the behavior, that should be great.

Hi, 
I tested some more and wrote an testapp (attaching it) that creates a file and 
reads it again.

Made some more changes in a new patch. got the index wrong by misstake

Also verified behaviour with QGis, unfortunatly QGis cant create shapefiles 
with non-ascii-encoded filenames (however, not they can successfully be read 
when created with NTS)
