NetTopologySuite.TestRunner.Console is missing app.config #140

What steps will reproduce the problem?
1. Try to build NetTopologySuite.TestRunner.Console
2.
3.

What is the expected output? What do you see instead?
Successful compile.  But it fails with:

------ Build started: Project: NetTopologySuite.TestRunner.Console, 
Configuration: Debug Any CPU ------
app.config : error MSB3249: Application Configuration file "app.config" is 
invalid. Could not find file 
'C:\Users\jkolb\nts-read-only\NetTopologySuite.TestRunner.Console\app.config'.

What version of the product are you using? On what operating system?

Please provide any additional information below.
