What steps will reproduce the problem?
Nuget package contains assemblies that are not signed (strong names).

What is the expected output? What do you see instead?
Assemblies should have strong names

What version of the product are you using? On what operating system?

I am also in dire need of signed assemblies of both NTS as GeoAPI. I cannot 
upgrade beyond GeoApi 1.7.1 & NTS 1.13.0 and need the GeoJSON package soon.

Could you please give an ETA on a signed release through NuGet?

actually, we're having some issues with issue #184 that block us to make a new 
release. hope to fix this stuff soon
