Version numbers update #48

We're using the suite in our Open Source application: MapWindow GIS
(www.mapwindow.org) and we're getting some NTS errors.
We want to upgrade to see if the problem are solved before reporting them.
But I can't find the version number of the one we're currently using.
The ReadMe.txt stated:
[quote]At this version (1.7.1) I've inserted this features[/quote]
So I thought we're using v1.7.1. 
I've downloaded the source code for v1.7.3 but that ReadMe.txt is the same.
So it is very hard to tell which version we're using.
It would be nice to include a version.txt and/or change log so we can track
the versions.

In the process of catching up with JTS 1.11 (maybe 1.12, depending on how it 
goes) we'll update the Version numbers accordingly. Promised.
