Upgrade to SDK 33, Gradle and dependencies version

Sorry for not merging this yet. I didn't notice this PR when I committed f5fb57c56e4595f5b41868341ed4d5228ff76d24 some months back, and many of your proposed changes were already implemented then. The remaining few things in this PR (such as setting exported to true will be fixed in a separate commit, and then the PR will be closed.
