4.2. Comments can include tags to enhance searchability. 4.3. Incentives must be provided for quality contributions, such as awarding "Top Contributor" badges based on the relevance and quality of input.

This issue has the least important parts when it comes to requirements and the hardest structure to work on, that's why it is both in low priority and a possible won't fix. Becuase the deadline is coming up. It might not be entirely realistic to finish this part.
