depends:

the target desktop resolution is 1280x800 so designs should be constrained within 1270x760 to accommodate the titlebar and borders

the Screen", "Camera", "Text", "Audio", "Pause", "Preview", and "Xmit" toggles affect the stream while it is running and are the only widgets that must be visible while the output is active

all of the other controls should not be changed while the stream is running and therefore should be hidden most of the time

the live preview and chat panes may or may not be visible at any time - ideally it would be possible to hide these once the stream is active so that the interface could be minimal

is this intended to be showing two exclusive overlapping panels ? if so i would rather see them as two separate images

if this intended to be showing one continuous layout then i must note that the target desktop resolution is 1280x800 so the text in that layout may be unreadable
