Bad "next unreviewed citation" behavior #40

If I have

Doc 1
  Page 3
   ( ) Citation # 1
Doc 2
  Page 2
    ( ) Citation #2
    ( ) Citation #3

And I review Citation #2, Citation #1 is selected. It should preferentially select citations in the current document.
