just some suggestions that come to my mind (well that happens)
having différent order modes would be terrific
"shadow" mode: same order as the horizontal tabs with the possibility to sync change physical order and pin
main mode (same as now)
some "hybrid" mode with 2 panels: top panel will be like main mode and bottom panel will be the others tabs with last modified and/or viewed first so we could quickly drag n drop files to existing groups
