Stream Tag Descriptions in Vent Stream #130

As a user, I want to see a label defining a stream's content So that I can easily decide where to categorize my vent & where to find content I want to read.

Given I hover over a "stream tag" in the Vent Stream, Then a label appears defining what content is held in this stream.

Here is the stream tag in the Vent Stream:

(This is an attempt to clarify the functionality & guide the user more, which were Marina's criticisms.)

Pending your feedback, I can wireframe a popover with the copy for each stream category we settle upon. (Assign it to me once you've responded.)
