automate teslacam video processing

Want to automate the processing of video files offloaded from the tesla cameras using the tesla_dashcam application.

• Already have a working IFTTT webhook trigger when it completes
  • Need to parse the message to know when it's done vs started
  • There is already an issue to make this trigger more integrated
• Have a docker-based way to process the files
