Move Trellis configuration data to Secret Manager #16

Define the configuration values in Terraform (and probably everything else) and store them in Secret Manager.

Actually I think I can store most of the configuration data in the repository itself and then just store project specific credentials in a secret manager which can probably be managed by Terraform.
