Consolidate _CREDENTIALS_BUCKET and _TRELLIS_BUCKET function variables #5

In the cloudbuild.yaml for create-blob-node, the _CREDENTIALS_BUCKET and _TRELLIS_BUCKET variables point to the same bucket. Can probably consolidate these to reduce complexity.
