The actual contents of the Delicious Tools popup is controlled by Delicious.com - but you can TAB to the "Save Link" at least. Try that out and see if it works for ya.

It'd be great to have a keyboard shortcut alternative to clicking "Save link".

Oh, that makes sense.
I know this is a "big ask", but delicious has an api: https://github.com/SciDevs/delicious-api/blob/master/api/posts.md have you ever considered just re-writing their whole bookmarklet? :D That's probably more work than either of us want to invest, but it's an idea.

I've done just a little bit of chrome extension development, I am happy to code these if you think they're good features.
